Waterfront Tanjong Pagar

The Waterfront Tanjong Pagar project is a synergy project led by Dietmar Leyk and aims to serve a context for the application of multiple methods developed in the scope of the Future Cities Laboratory research programme at Singapore-ETH Centre. The project area is the current Tanjong Pagar container terminal in central Singapore which is planned to be redeveloped in 2027. It covers an area of about 1000 hectares of land which is three times more than the size of Marina Bay. In the research synergy project, scenarios are developed in accordance to findings of the results of the research teams. Citizen Design Science has been applied in form of participation experiments in which the developed tools have been tested.

The Waterfront Tanjong Pagar scenario formed an application case of several methods developed in the scope of the Future Cities Laboratory programme. Citizen Design Science experiments have been carried out using the redevelopment site of Singapore's central harbor as an example. For this purpose, three different participation experiments on different scale have been developed with the ETH inhouse online participation tool Quick Urban Analysis Kit (qua-kit). In the experiments, participants were asked to assemble the objects in the way they preferred to see them built in future. Analysis of the collected data were based on geo-spatial statistics allowing to summarise multiple proposal submissions.

The general results are presented in Indicia 03, the last part of the book triology describing the approach, methods and action steps of the Future Cities Laboratory programme at Singapore-ETH Centre. The specific Citizen Design Science approach is described as Evidence 28 on pp.254f. Lessons learnt from the approach is published in several scientific journals (Cities, IJERP, ISPRS) and was presented on conferences (e.g., CAADRIA).
